Add option to use fixed-width horizontal tabs

Hi,

first of all thanks a lot for Gajim.

I have a question/feature-request: before Gajim 1.2.0 horizontal tabs used to have a fixed width, this made selecting users more predictable, independently of how many user tabs were open: e.g. the second tab was always in the same x position in pixels.

Since Gajim 1.2.0, the width of horizontal tabs is flexible and depends on how many tabs are open, see this with: Gajim -> Preferences -> General -> Tabs placement: Top.

Would it be possible to restore the old behavior or to add an option to have fixed-width tabs?

I am mainly thinking to Firefox when I think to fixed-width tabs, because that's where I mostly use a lot of tabs.

I do realize that Gtk may prefer flexible tabs: epiphany, nautilus, gnome-terminal, gedit all behave like Gajim 1.2.0, but I don't usually use tabs a lot in these programs so I am not very used to dynamic tabs.

If the new behavior is a deliberate choice I will just have to get used to it, I guess, but I wanted to ask :)
