WIP: [preview] Use SettingsKind.POPOVER

SettingsKind.COMBO will soon be deprecated.

What’s not working: The SettingRow does not get updated if I change the popover’s value. I suspect this is a problem with the Setting.

This needs to wait until plugins use for their config our new settings API
