GUI update for the ManageProxies window.

Proxy list in Preferences (combobox) is now updated after closing ManageProxies window. Also, we fall back to None Proxy if currently active proxy is deleted from within ManageProxies window.

Please test this carefully! I have no proxies available to test this.
