feat: enable OMEMO by default

Andrea Pappacoda requested to merge tachi/gajim:omemo-default into master

With this patch OMEMO is now enabled by default, both for new accounts and for existing accounts which haven't explicitly changed the per-account default encryption preference introduced in commit 0cc9b18f.

This follows the default behaviour of numerous other XMPP clients like Conversations, Monal, Dino, and others.
