In 1:1 DM chats, provide a visual warning when composing a message in the late evening or middle of the night in the contact's timezone

Related to #12665 (closed) (and possibly #12493); basically the same idea as in https://gultsch.social/@daniel/116233428057677931, as I think it's very nice for software to help you be mindful of other people's schedule, whether to respect their evening/leisure time or to avoid waking them up (presuming they sleep at night instead of during the day):
