"Start New Chat" wording is confusing when clicking a XMPP link to an unlisted room

Steps to reproduce the problem
- Click a xmpp link (that was sent to you via a DM) to a public-but-unlisted room, ex:
xmpp:chamber_of_secrets@hogwarts.castle?join
Expected behavior
Something that says "Join Room" (or similar... if there is no way to tell, then maybe "Join or Create Room"?)
Actual behavior
It says "Start New Chat", which my eyes immediately/intuitively dismissed because it sounded like it was offering me to attempt to create a room, and I was thinking that it was not seeing the existing room and that it was bugging out:
It might look semi-obvious when looking at the search-filtered output in the screenshot above, but the problem is more apparent if you don't have filtering going on, with that entry at the bottom of the list:
