Drop the option to set presence priority

Having set a presence priority can cause messages to not be sent to all online resources.

This issue has been faced by to distinct users recently.

I suggest that Gajim removes this option. And it should probably reset the priority to zero as well, since many users have set this setting years ago and then forgot about it.
