Reply-to fallback should be shown if message cannot be fetched

Gajim 1.9.1

Since Gajim supports XEP-0461, it always erases the fallback text, but sometimes the referenced message is not available (eg, MAM expiration, or buggy gateways LOL). In this case, it would be better that gajim uses the fallback text.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
