Gajim not starting after being installed on Windows 7

- Plugin version: can't be determined since Gajim does not start at all

Steps to reproduce the problem
- Install Gajim from the official download file Gajim-1.3.3-64bit-1
- Try to start gajim by clicking the shortcut or running the executable
Expected behavior
Gajim should start and the initial Gajim window with contacts/setup should open
Actual behavior
Gajim does not start and nothing gets displayed on the screen.
Running the executable Gajim-Debug.exe from command line results into the following error log output:

OSError: [WinError 87] The parameter is incorrect
The issue happens right away after installing Gajim. Removing the Gajim configuration folder from %AppData%\Roaming\Gajim and reinstalling does not fix it. This issue has been encountered on several different computers with slightly different versions of Windows 7. The only workaround was to install an older version, gajim-1.1.3-64bits.
