OMEMO - No Devices Found

I have had this issue for a few versions now with the omemo plugin where on new machines I am unable to send an omemo encrypted message to my contact where I am able to on other devices / apps. I get the message "No devices found, Query in progress..." and it just never queries the server for the OMEMO keys. I have wiped and reinstalled Gajim on this laptop many times and I cannot get it to get the device keys. Gajim works on a previously configured OMEMO from months ago, Conversations works from a few years ago and Gajim on both my windows machines work (Configured months ago).
