Some widgets do not respect GTK theme

Reproduce
I use the arc dark gtk theme. I have used this for years without a problem in gajim. I used it with python3/gtk3 versions of gajim and it was perfectly fine for a while, but started having this issue some time in the past year or so. With the recent UI changes, it has gotten worse.
The only thing I can think of is that I installed KDE briefly one day just to try it out, then promptly uninstalled it. I think this problem might have started at that time. Normally, I use openbox without a desktop environment. But I continue to use the same GTK theme from before that, and no other applications have this problem. I have modified the GTK theme back and forth to other themes, and this issue persists. I tried to delete all the KDE files in my home folder, but it's hard to be sure if I got everything.
Expected behavior
Entire window should be consistent with GTK theme: dark blue with light font.
Actual behavior
Some areas of the window are white:
- Border around the conversation and text box.
- 4 pixels around the status dropdown
- Entire preferences window (newly problematic with recent UI upgrade)
- Shared file border (newly problematic with recent UI upgrade)
Notice in this image there are also some weird formatting issues with the text in the conversation.
