[regex_filter] Display the correct order of rules in the output of /list_filters
This one does not have a version bump since it's related to another fork that I'm working on, but it improves the plugin as it is, by itself. I'd like to include the version bump in the merge request from that branch later, if that's okay with everyone (wouldn't want to skip the version number if this one gets rejected).
